This article points out the difficulties encountered in attempting to understand the influences on a scope of practice. The hierarchy includes federal statutes, state statutes, rules and regulations, position statements and declaratory rules, and institutional policies. The article describes the role and responsibilities of the state boards of nursing. A component of the Board is the synthesis of the various authorities for understanding the expansive scope of practice.
