The National Scope of Practice Model is part of an integrated plan
to strengthen the infrastructure of EMS education as proposed in
the EMS
Education Agenda for the Future. The first component of this
educational system is the EMS Core Content. The Core Content is
intended to “define the entire domain of out of hospital EMS
education”. The Core Content project is being led by the National
Association of EMS Physicians (NAEMSP) under the leadership of Principal
Investigator, Jon Krohmer, MD. The National Scope of Practice will
rely heavily on the EMS Core Content and is intended to “define
the national levels of EMS providers including their entry-level
skills and knowledge.”
Once the National Scope of Practice Model is completed, it will
guide the development of National EMS Education Standards. The education
standards are intended to guide programs and instructions in making
appropriate decisions about what material to cover in classroom
instruction. They will also be one of the components of program
evaluation in the accreditation process and will be used by publishers
to develop instructional material.
The NASEMD has assembled an Administrative Team and a Technical
Advisory Group (TAG) for the National EMS Model Scope of Practice
(SoP) project. The Admisntrative team is responsible for the supervision
of the various teams and committees, logistical planning and scheduling,
financial management, media relations, writing, technical expertise,
and coordination with NHTSA, MCHB, NASEMSD, and NCSEMSTC.
The TAG will consist of members of the NASEMSD and NCSEMSTC and
will develop a “straw-man” document and lead the development
of the National EMS Scope of Practice Model. The TAG will assist
the Administrative Team with logistics, technical issues, writing,
research, and meeting agenda planning.
Many national associations will be playing a major role in this
project. There will be two committees, the SoP Content Task Force
and a National Review Team.
The SoP Content Task Force will be an “…expert panel
of subject matter experts that represent the expertise required
to develop the Scope of Practice. This panel, brought together and
facilitated by the Administrative Team, must demonstrate expertise
in the particular subject matter area, commitment and availability.
Employer commitment and support may be required as well…”
The National Review Team will “…provide the final level
of review before [NASEMSD] finalizes the document for submission
to NHTSA.”
We have developed this web page to provide a mechanism for broad
community involvement and input. We will be releasing regular newsletters
to keep you informed of our progress. All major developmental drafts
will be made available for peer review and comment on this website.
